The right to water is clearly implicit in the right to an adequate standard of living and the right of everyone to the highest attainable standard of physical and mental health attainable. The International Covenant on Economic, Social and Cultural Rights in 1966 guarantees this right .
Given the difficulties in applying this text, the Committee on Economic, Social and Cultural Council Economic and Social Council decided to interpret the right to water in its General Comment No. 15, adopted on 26 November 2002.
This general comment list a number of recommendations to implement the right of access to water in sufficient quantity and quality.
In the introductory part of general comment, it is stipulated that "the right to water is a sufficient, physically accessible and affordable, safe water and of acceptable quality for personal and domestic uses of each. ""The right to water is indispensable for leading a decent life. It is a prerequisite for the realization of other human rights .
If the notion of water varies depending on the situation, primarily between rural and urban areas, three factors are still relevant regardless of the circumstances: the availability, quality, and accessibility.

O direito à água é claramente implícito no direito a um padrão adequado de vida e direito de todos ao mais alto nível possível de saúde física e mental possível. O Pacto Internacional sobre Direitos Econômicos, Sociais e Culturais, em 1966, garante este direito .
Dadas as dificuldades na aplicação deste texto, o Comitê de Direitos Econômicos, Sociais e Culturais do Conselho Conselho Económico e Social decidiu interpretar o direito à água em seu Comentário Geral n º 15, aprovada em 26 de Novembro 2002. Esta lista comentário geral uma série de recomendações para implementar o direito de acesso à água em quantidade e qualidade suficientes.
Na parte introdutória do comentário geral, estipula-se que "o direito à água é um suficiente, fisicamente acessível e disponível, água segura e de qualidade aceitável para uso pessoal e doméstico de cada um. ""O direito à água é indispensável para levar uma vida decente. É um pré-requisito para a realização de outros direitos humanos ".
Se a noção de água varia dependendo da situação, principalmente entre as áreas rural e urbana, três fatores são ainda relevantes, independentemente das circunstâncias: a disponibilidade, qualidade e acessibilidade.
